“I dement a Word” - how is implementing social assistance programs and services for children

On 14 December, 2009 leadership school students organized talk-show “I Demand a Word” on following theme - “How is implementing social programs and services in our country”.

Debate continued almost 2 hours and there participated local self-government officials, heads of social agencies, social workers, journalists, representatives of non government organizations working on social issues.

First of all they spoke about social policy existed in the region - is in our region work out social policy and what it is foreseen, who participate in setting of social policy and other. As deputy chairman of Ozurgeti municipality declared, there exists special commission in Ozurgeti municipality which determines families based on policy set up by social agency. They offer to population following services: 50 % off heath care service for children from 3 till 15 tears old from socially unprotected families, they assist with social program to 204 families with many children, they pay allowance - 100 GEL per new born children.

They also discussed about statistics as well in discussion. Students brought statistics from Georgian Ministry of Healthcare and Social Program that in Georgia there are living 5 847 socially unprotected children. Though this number is not complete: there are street children, children who are living in churches as well and their number is uncounted.

Leadership school students were also interested about children, who have not birth certificates and so, they loose allowance provided by the government. Young adults admitted that the government is responsible to care about this category of children. Invited guests did not refuse that there can be existed such kind of facts and they showed their readiness to support all families who have this kind of needs.

In the third part of the program there was presented two reports about socially unprotected families: Meliqadzes’ (village Phamphlaleti, Ozurgeti municipality) and Djashis’ (village Khidistavi, Chokhatauri municipality).

The government pays allowance to those families, though social services existed at this moment, to not help them to solve problems. Invited guests shared young adults’ regret about insufficient social services. Thought, they admitted that improvement is in the progress.

There also was displayed idea that there are not coordinative work of not government and government structures, so, as a result, it makes difficult to improve quality of life of socially unprotected families.

In the talk-show young adults raised the problem and they hope that discussion will continue with other authorities as well.
